Meet The Board

Board President Jason York:


Jason moved to Farmington, Missouri in 2005. He was born and raised in Fort Wayne, Indiana and previously lived in Chicago, Illinois and Indianapolis, Indiana. Jason joined the Board of Directors for FPAC in August 2012. Jason was elected FPAC Board President in October, 2013.

Jason is the Manager of Learning & Development for Centene Corporation. At Centene, Jason oversees training operations for the Claims and Business Operations division. Jasonís responsibilities include implementing training programs, policies and procedures, blended learning technologies and oversees quality improvement initiatives.

Jason holds a Bachelorís degree in Business Management and specializes in Leadership Development, Customer Service and Operations training. Jason is pursuing his Masterís degree in Human Resource Development through Webster University.

Jason is very focused on FPACís mission. Since joining the Board, Jason has implemented new employee and volunteer handbooks, new job descriptions, reporting tools, designed a correspondence database, and is implementing FPACís Standard Operating Procedures (SOP) manual. Jason can often be seen with a pet in his arms representing FPAC at Petco adoption events, FPAC fundraisers, or helping out at the adoption center.

Vice President Wendy King:

Wendy has been a dog lover her whole life. She has cared for a number of dogs in her home over the years but had very little exposure to cats. That's because, for almost 40 years, Wendy was allergic to cats but one day she fell in love with a 3 month old Himalayan and decided he just had to come home with her and she decided, she would just suffer through the allergies. It just so happens that was 8 years ago! After 8 days of suffering, all of a sudden her allergy symptoms were gone and now she has 4 cats and 3 dogs!

Wendy and her husband, Jeff, have 4 adult children and 11 grandchildren who live in Missouri, Illinois, South Dakota, and Florida. A lot of travel destinations for Grandma!! As Wendy tells it, she was lucky to be a stay at home mom until her kids were older. She decided then that she would hit the work force becoming an office manager for a large real estate firm. Wendy's passion however came in the form of her service to an animal rescue. Before retiring to the Farmington, MO area in June of 2012, Wendy was deeply involved in a cat rescue in Illinois where she is from. Her only wish is that she had become involved in animal rescue much earlier in her life.

Wendy joined the FPAC Board of Directors after volunteering at the shelter for a few months back in 2012. Wendy was voted into, and has held the Vice President role now for 2 years with FPAC. She is very devoted to FPAC's mission. You can find Wendy at FPAC adoption events and fundraisers as well as at the shelter volunteering 5 days a week (sometimes more). She has made a tremendous difference supporting FPAC's Second Chance Resale Store.

Wendy also helps orient new employees and volunteers as they come in to work with the cats and has been vital in assisting FPAC standardize the adoption process. Wendy co-manages the Store that is fully run through volunteer support and assistance. Wendy also does a great job keeping our Facebook page interesting!

As Wendy will tell you, volunteering is very rewarding and if your lifestyle will allow it, she urges you to try it out at FPAC.

Board Treasurer Lucretia Skaggs:

Lucretia Skaggs joined the FPAC Board in August 2005 and currently serves as the Board Treasurer. Lucretia has served the board in multiple functions over the years including serving as a past President. Lucretia's true passion is networking with other shelters and rescue groups to save pets on the euthanasia lists at local pounds. In addition, she and her husband, Patrick, organize and attend FPAC fundraisers as well as Petco adoption events. Lucretia regularly fosters homeless cats and dogs that need a little extra TLC. Lucretia embodies FPACís mission and because of her experience and years of service, she is regularly counted on to be a go-to person.

Lucretia moved to Missouri from Los Angeles, CA and has lived in Farmington since 1996. She majored in accounting and earned a BSBA from Southeast Missouri State University. Lucretia has worked at L.I.F.E., Inc. Center for Independent Living since 2003, where she originally served as Finance Director and now holds the position of Assistant Director. Her daily responsibilities include financial oversight, internal control, and quality assurance.

Lucretia and Patrick share their home with their own 4 dogs, 11 cats (many with special needs) and an ever-changing cast of foster pets.

General Counsel Stephanie Belser:

Stephanie Belser is an attorney in private practice in Farmington. She first volunteered at the Shelter soon after moving to town in 2012 and was immediately recruited to the Board to help fill one of a number of urgent vacancies. Stephanie also serves the Shelter as its General Counsel, is always assisting in the drafting and proofreading of new policies and procedures, manuals, etc. and further helps support FPACís mission by sorting and stocking donations at the Second Chance Resale Store

Stephanie is a Navy veteran, a graduate of Case Western Reserve Universityís law school and Beloit College (Bachelorís in Biology). She was born in Boston, Massachusetts and has lived in a number of different places. Stephanie is licensed to practice law in Missouri, New York, before the VA, the Patent Office, and several Federal courts (her law license in Ohio is inactive).

Stephanie has published several mysteries in Amazonís Kindle Store, flies an airplane (that is more than old enough for an AARP card) and competes in local pistol matches.

Stephanie resides in Farmington with her elderly tuxedo cat, Jake.

Board Volunteer Coordinator Mickie McClanahan:

Mickie was raised in South St. Louis. She graduated from St. Anthony High School. The summer she graduated, she went to work for a heating company. Mickie and her husband were married in 1960; they raised 3 children and retired to Farmington in 1995. Prior to retirement, Mickie was an automotive bookkeeper, office manager, and the Secretary Treasurer for an Oldsmobile dealership in St. Louis. Mickie absolutely loved her work and stayed with them for an amazing 27 years.
After retirement, Mickie got bored and went back to work as an agent assistant at AAA for 11 more years. Getting bored again after leaving AAA, she started looking around the community for something to do, and luckily for us, she found the Farmington Pet Adoption Center. In January 2013, Mickie started working in our Second Chance Resale Store where she can be found regularly manning the cash register, organizing the store, and helping our guests.
Mickie joined the Board of Directors in late 2013 finding opportunities to further her passion for helping the animals of FPAC. Mickie volunteers at the store 4 to 5 days a week and works directly with our volunteer coordinators overseeing the scheduling, planning, and orientation for new volunteers and our community service program.
